suffice to say, if you play Palladium's Rifts RPG, this is one of the many sourcebooks that supports the line. This particular source book also serves as an excellent companion book to World Book 11: Coalition War Campaign and to a lesser extent, abit with Rifts Underseas.
It starts off with a decent discussion about the importance of commerce and why the CS Navy exists with plenty of good fluff, the waterways and Great Lakes of the Rifts Earth setting that the CS knows of and patrols. It's all good fluff material with some good technical detail for those who like to see this aspect of a game, especially one where there are Empires with military organizations. Especially with how long the Rifts game has been around.
You've got your standard CS Navy O.C.C.s, skills, equipment and vehicles stated and listed out with some good artwork. Followed up by a section for new monsters and Pirates and Privateers in Rifts. The book is fairly well put together and thought out for the format that Palladium uses with O.C.C.s and equipment/monster layouts. It does strike me a bit odd that current modern aircraft and aircraft carriers are part of a Coalition Navy so that either the old designs work and there's no need to improve on them or game designers weren't creative enough to come up with concepts for what vehicles in a Far Future Science-Fiction setting thrust into a Dark Age and then climbing back out of it would have.
On it's own, this book doesn't do well if you don't play with or use the Coalition in a campaign or go anywhere near the water ways and just keep all of your adventures on dry land. Those who like the Coalition either as Protagonists or Antagonists, this book is well worth considering, especially you're looking at a complete detailed out military for them and want to see them further fleshed out as one of the major powers in Rifts Earth.Rifts Sourcebook 4: Coalition Navy Overview
