Mr. Roosevelt's Navy: The private war of the U.S. Atlantic Fleet, 1939-1942 ReviewThis book traces the development of the US Atlantic Fleet as the US began to feel more and more threatened by developments in Europe. The US pulled naval power from the Pacific to cope with the perceived threat from Germany in the time between the fall of France and the Japanese attack on Pearl Harbor, building a formidable Atlantic Fleet. As the strength of that fleet grew, Roosevelt used it more aggressively, until by the fall of 1941 it was fighting an undeclared war against German U-boats and deterring German surface vessels from trying to do commerce raiding in the Atlantic.
Most of the heavy units were pulled back into the Pacific after Pearl Harbor, but the US always had a reserve of naval power in the Atlantic that could have been pulled into the Pacific if the situation there had become desperate enough.
