Luxury Fleet: The Imperial German Navy, 1888-1918 ReviewHerwig tells us that the phrase "luxury fleet", when uttered by Churchill in 1912, infuriated the Kaisier and the German people. The word "luxury" has a redolent, superfluous connotation when translated into German. Herwig presents a strong case that both the intended, and unintended, meanings were appropriate.
This book describes the foreign policy and strategic and tactical goals Tirpitz predicted with the building of a powerful surface fleet. The resulting naval program consumed staggering sums that grew from 20% (in 1898) to 55% (in 1911) of army levels. Herwig shows how this vast sum fell between 2 stools. Insufficient to wrest control of the North Sea from the British, it spent most of the war in harbor, while the mighty German Army fought the whole world and was defeated by the narrowest of margins.
